A highly respected firm with deep expertise in risk analysis and management, Digital Sandbox implements solutions in some of the most crucial operational environments in the nation.
Digital Sandbox personnel are recognized experts in the application of risk management principles and techniques to Homeland Security. Our team has extensive experience in security and assessment best practices, and is actively engaged developing new approaches and methodologies for risk analysis. Digital Sandbox’s mission is to enable organizations to make policy, budget, and operational decisions based on analysis of the terrorism and natural hazards risk they face.
To further that mission, Digital Sandbox provides a wide range of analytic and strategic consulting services directed at three primary types of Public Sector official:
- The senior decision makers needing to know the high-level view of risk and how to set and communicate their strategies, capabilities, and investments from a risk-informed perspective;
- The senior managers needing to establish an enduring risk management capability so they can understand and interpret the various data sources and apply a risk-based approach to make operational, budget and policy decisions; and,
- The operations managers needing to establish standard operating procedures and implement processes that collect and use risk-related information in everyday operational matters.
We provide consultation services through six broad categories of support:
Strategic and Long-Range Planning
We assist our clients in developing a risk-based approach to defining clear goals and objectives that correspond to their organizational accountabilities. Recognizing the opportunities and constraints of their respective operational environments, we assist our clients in taking a risk-informed approach to their strategic planning process.
Expert Risk Analytic Consulting
We provide advanced risk analysis for customers, working with them to assemble available information and expert judgment to create a strategic view of risks that face their organization. Furthermore, we help our clients interpret those risk results and apply the insights gained in the analysis to a wide variety of strategic and operational processes and decisions.
Advanced Risk Analytic Techniques
We work with our customers to develop and implement specialized risk analysis methods and metrics, tailored to their specific risk management needs. These often consist of developing novel risk metrics and benchmarks that can be used to support financial allocation, competitive grant award processes and other risk-based business processes.
Risk Data Management Consulting
We work with our customers to develop strategies for collecting, analyzing, and reporting risk related information to drive program objectives. Our customers often have a patchwork of sources, systems and expertise that can be integrated into a coherent data management strategy. Additionally, we help our customers discover additional and new sources of data and information that can be obtained to augment internal resources.
Risk Management Program Assessments and Implementation
We develop and apply various measures of effectiveness and best practices in the risk management field to our clients’ specific programs – enabling them to achieve their organizational goals. We also provide direct support to help agencies translate their strategic and organizational objectives into an enduring capability with a succession path forward. This service can range from strategic program plan development to more tactical development of operating plans and standard operating procedures around the collection and integration of threat, asset, and security/vulnerability information used in risk management processes.
Qualifications
Below are some specific examples on how we have delivered our services to support various public sector agencies:

Digital Sandbox has provided analytical support to the Department of Homeland Security (DHS) for the allocation of Homeland Security Grant Program (HSGP) and Port Security Grant Program funds since FY06, and supported the calculation of risk since FY07. For the FY07 grants process, Digital Sandbox developed a novel method of calculating the population index used in the grants formula for HSGP.
- Digital Sandbox has worked with the DHS NPPD Office of Risk Management Analysis (ORMA) to develop the DHS grants business process, and is currently developing the risk methodology for measuring the risk to special events.
- Digital Sandbox works with the DHS Homeland Infrastructure Threat & Risk Analysis Center (HITRAC) to develop the threat methodology used in the DHS grants risk analysis.
- Digital Sandbox has provided expert Subject Matter Expert elicitation and analytic support to develop risk baselines for major urban areas and states across the nation. Customers include the States of New Jersey, California, and Maine, and the urban areas of Houston, Tampa Bay, Charlotte, Miami/Ft Lauderdale, Kansas City, District of Columbia and others.
- Digital Sandbox has developed strategic operating concepts for full risk management programs in States and local public safety agencies such as the Port Authority of New York and New Jersey, New Jersey Office of Homeland Security and Preparedness, Houston Urban Area Working Group, and Jacksonville Urban Area Working Group.
