Challenge
Protecting New Jersey’s nearly nine million citizens and miles of critical infrastructure is the top priority of the New Jersey Office of Homeland Security and Preparedness (NJOHSP). In early 2004, however, NJOHSP faced a number of challenges to identifying, deterring and detecting terrorist-related activities:
- Large number of critical infrastructure elements spread statewide
- Inability to translate analysis into risk-based decisions
- Conflicting data sharing and control objectives among multiple organizations
- Little guidance to counties and municipalities on bottom-up assessment of infrastructure
- Limited understanding of how changes to the threat environment impact the risk to New Jersey’s infrastructure
Solution
NJOHSP selected a Site Profiler® RAC Solution to help solve its numerous challenges and provide the state with a cornerstone system for critical infrastructure protection. After a successful pilot program, Site Profiler® was rolled out statewide, establishing the first comprehensive statewide risk analysis/management program.
Through its new program, NJOHSP was able to organize state threat analysts, risk analysts, and working groups into a structure that enabled effective data collection. In addition, risk analysis and management processes were implemented in all 21 New Jersey counties.
Result
NJOHSP can now identify and address recommendations for risk reduction throughout the state. During the most recent round of Homeland Security grants, Digital Sandbox worked with NJOHSP to leverage its statewide risk data and allocate grant funds across New Jersey’s counties and UASIs.
NJOHSP plans to expand the profile of its vulnerability assessment and risk analysis tools. This will enable municipalities, counties and the state to make more informed risk-based resource allocation decisions. The program’s next phase will address the “Prevent and Protect” mission areas of the Homeland Security Target Capabilities List.
