The backbone of the RAC’s power to prioritize, Digital Sandbox quantitative decision tools have been enhanced and improved during more than a decade of real-world risk management engagements to:

  • model resource allocation scenarios,
  • allow decision-makers to conduct “what-if” analyses, and
  • optimize solutions to suit the widest possible range of priorities and constraints.

The RAC’s decision analytics are based on optimization science. Designed for both expert input and executive use, the way information is presented allows for quick understanding, manipulation, and presentation by high-level users.

Prioritization Activities

Prioritization activities build on information obtained and evaluated through the Assessment step.

  1. Analyze: The RAC applies risk modeling techniques, transforms Assessment inputs into risk measures and rankings, and provides gap analysis against national target capabilities for preparedness as a basis for allocation decisions.
  2. Allocate: The RAC provides ranking, trade-off, and other comparison tools for decision-makers to evaluate the risk-relevant effects of various alternative investment scenarios.
