Fusion Center Solution

Digital Sandbox’s Risk Analysis Center (RAC) enables Fusion Centers to comprehend and manage the risk to the regions under their mandate. The RAC’s core functionality of integrating critical infrastructure and key resources CIKR asset information with threat and vulnerability data provides an important context for the risks identified by fusion center analysts. Within this context, threat analysts can incorporate data from other intelligence sources, enabling them to determine those threats that are legitimate and require action. The RAC gives Fusion Centers a tool for drilling down through the noise of unending threat and risk data to those threats which pose valid risk.

The RAC’s Fusion Solution comprises four aspects of risk management that directly aid fusion centers in accomplishing their missions.  The RAC’s Threat Monitor enables the gathering and prioritizing of local intelligence and its basic Asset Management module directly supports the fusion centers’ need to collect and assess its critical infrastructure.  Its Special Events option allows users to view multiple layers of data directly related to the progression of a major special event, through a unified, real time, common operating picture, including asset details, calls for service, weather feeds, SARs, and news from local RSS feeds.  And the RAC itself is an unparalleled tool for producing a comprehensive Risk Assessment of any region, incorporating CIKR, threat, hazard, vulnerability, and consequence data collection processes into an overarching risk analytic framework.

Knowledge and understanding of a region’s CIKR are important components of assessing a region’s risk. While Fusion Centers traditionally have focused more on regional threats, their mission to help manage overall risk to a region requires that they understand threat information in the context of the area’s CIKR.  The RAC’s Asset Module is an intelligent, relational database specifically designed to collect, integrate, and analyze information about a jurisdiction’s critical assets.  In addition, it includes the capability to interact with PCII and C/ACAMS asset information, according to federal guidelines, as well as providing multi-layer security for user access to the different types of asset data it holds.

Regional Risk Assessment | View PDF

Assessing the risk for a region is one of the most basic needs of our customers, so the Risk Analysis Center has been developed from day one with that capability firmly integrated into the platform’s design.  Gathering and analyzing the key data that contributes to a jurisdiction’s risk are standard processes around which the Risk Analysis Center has been developed, and this functionality is easily adapted to the specific requirements of the different public safety organizations that use it.

In addition, the RAC provides an ability to manage dynamic threat ratings, enabling users to directly correlate changes in threat likelihoods to local jurisdictions, events, and infrastructure.  This feature helps intelligence analysts to develop an accurate, constantly evolving risk picture for the region.

Special Event Monitoring | View PDF

The RAC’s Special Event option provides fusion centers with the unique ability to assemble and display a wide range of data from multiple sources through a common operating picture – data relating to the CIKR, threats, hazards, and activities that all contribute to a Special Event’s risk.  For high-visibility events, the task of identifying all the critical inputs is a key first step in understanding and monitoring the events’ risks. 

The RAC’s Special Events application builds on the RAC’s inherent data collection functionality and adds new and customizable data feeds, threat prioritization, dynamic timelines, and mobile monitoring.  Command personnel, first responders, and fusion center analysts are presented with a unified view of the Special Event’s total activity and risk picture in real time.

Gathering Local Intelligence | View PDF

Fusion Centers are up against the enormous problem of data overload:  they must differentiate critical information from the thousands of data points collected through SARs, RSS feeds, calls for service, citizen reports, and trained observers.  Digital Sandbox’s RAC addresses this problem through its unique Threat Monitor, a built-in tool that applies user-configurable weighting rules, scoring algorithms, and key words to prioritize incoming information reports.  Those data elements that score high are presented on a constantly updating monitor, and are visually differentiated from the reports that score low and are therefore less compelling. 

The Threat Monitor enables users to automate response actions by defining incidents, establishing alerts, and initiating investigations, and it integrates with RAC data, 3rd party applications, and government and private entities.
