Digital Sandbox is the leading provider of risk management software products and services for the public safety community. Since 1998, we have made it possible for Federal, State, and local organizations to understand the risks to their jurisdictions from terrorist threats and natural hazards.  We have created a unique software-based risk management ecosystem that connects the front-line elements of homeland security – law enforcement, emergency management, fire and rescue, public health, and intelligence – through a single data collection, prioritization, and analysis system.  Our Risk Analysis Center (RAC) software platform provides the foundation that enables our government and corporate customers to understand their risks, measure their capabilities, identify their capability gaps based on risk, and allocate resources according to those risks and capabilities.

Creating risk analytics and risk-based solutions for challenging real-world conditions has been Digital Sandbox’s only focus since its inception.  We give analysts, planners, and operators the tools they need to mitigate the catastrophic and disruptive threats that can impact them. We hold multiple U.S. patents for our innovative risk analytics and algorithms.  We provide our community of users on-site access to their threat and asset data through our mobile RAC applications. Our powerful, comprehensive RAC platform has evolved from years of specialized expertise in homeland security risk analytics and extensive involvement with Federal, State, and local risk managers and operators.

The RAC Core Risk Platform
We designed our RAC software platform to serve as the foundation for the risk management solutions required by our customers.  The core RAC platform is a flexible, scalable, and patented application that enables our customers to:

∙ Quantify risk

∙ Prioritize risk data

∙ Identify capability gaps

∙ Aggregate and prioritize threat information

The data management, analytic, and presentation capabilities built into the RAC provide measurable results and deliver immediate and actionable insight into our customers’ risk environment.

Digital Sandbox’s RAC provides a risk-focused architecture on which two primary core capabilities are built:  Preparedness and Intelligence Fusion.  These core capabilities support the wide range of risk management solutions sought by our customers, from managing and monitoring special events to critical infrastructure protection to real-time threat monitoring.


Preparedness The RAC Platform provides our customers with a standards-based risk management process of data collection, prioritization and analysis that enables them to tailor their risk management actions to their unique risk environments.  The RAC’s Preparedness capability offers customers a range of risk-focused activities that are elements of an overarching risk ecosystem, integrating shared resources, local expertise, and best practices into their own risk management processes.  With the RAC, customers can build risk management programs that focus on Critical Infrastructure Protection, Special Events Management, or Public Safety Operations.  These and other solutions enable our customers to mitigate the impact of threats and hazards through defensible and repeatable risk management processes.

Intelligence Fusion The Digital Sandbox RAC Platform provides the analytic framework for our Intelligence Fusion solutions. Through the RAC, our clients can capture, process, fuse, prioritize, and analyze intelligence information from a variety of sources against the backdrop of their at-risk environments. Special applications produced through the RAC enable the integration of human analysis into the automated analytic process, providing the “connect the dots” factor critical to today’s successful intelligence analysis.  Users of the RAC’s Intelligence Fusion capability include corporate security managers, law enforcement operators, and intelligence analysts.  The RAC’s user-configurable scoring algorithms enable analysts to define the key words and rules that will precisely prioritize threat information according to their requirements.

Our Customers

Digital Sandbox’s clients draw heavily from the Federal Government, the State and local public safety community, and private industry.  We have provided our risk management and analytic services to multiple agencies and directorates within the Department of Homeland Security over the past six years. Other Federal agencies who have enlisted our analytic services and risk solutions include the Department of Justice, Department of Defense, and members of the Intelligence Community.  In addition, as a leader in the field of homeland security risk management, Digital Sandbox was selected to help develop FEMA’s National Risk Management Training Program.

We have partnered with numerous States and Tier I and 2 Urban Area Security Initiatives (UASIs) to establish customized risk management solutions for their regions.  Over 23 UASIs and 7 States have engaged our services.  We are dedicated to using our people, experience, and knowledge in public safety risk management to enable States and UASIs to understand and manage their own unique risks.
